Monday’s Crazy Tough Jigsaw Puzzle

I’m not entirely sure what I’m looking at here, though. Is it some kind of new solar power technology to make glow in the dark fish?

I’m not sure, but I do know I’m going to be scratching my head playing the bonus Crazy Tough version of today’s puzzle.
